By letter dated March 9, 2021 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML21068A360), and supplemented by letters dated January 28, 2022 (ML22028A371), Holtec International (Holtec) submitted to the U.S. Nuclear Regulatory Commission (NRC) Amendment No. 16 to the HI-STORM 100 Cask System, certificate of compliance (CoC) No. 1014. By a letter dated February 17, 2022 (ML22048C222), Holtec requested to separate the RIRP-I-16-01 CoC reorganization, also known as graded approach from Amendment No. 16, and instead, for the NRC to review the graded approach application as Amendment No. 19. The staff accepted the application for review on June 23, 2023 (ML23163A140), and issue the request for additional information (RAI) on December 6, 2023 (ML23324A093).

By a letter dated December 21, 2023 (ML23355A084), Holtec requested to withdraw the HI-STORM 100 Cask System Amendment No. 19 application from NRC's review. This communication serves as our acknowledgement of receipt of the request to withdraw the application and as notification of the termination of the NRC staffs activities on the review of your application. The Cost Activity Code/Enterprise Project Identification number 001028/ L-2022-LLA-0028 have been closed.

Based on the review of your application to date, the NRC staff has identified areas where additional information is needed to enable the staff to complete this review. Should you decide to resubmit your application, you will need to provide a complete application, including all the information identified in the December 6, 2023, RAI letter.

In accordance with Title 10 of the Code of Federal Regulations Part 2, Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS.
