A clarification call requested by TN Americas LLC (TN) was held on May 23, 2018, with NRC staff to seek clarification on two RSis and one Observation regarding the TN CoC 1042 EOS Amendment I application. Specifically, the following was discussed.

Observation 4-3: TN requested clarification on the "detailed list of thermal calculation package(s)" and what additional information NRC staff needed for the list of thermal calculations supporting UFSAR Section A.4. NRC reiterated that 4-3 was only an "observation", and this information is not needed for the NRC staff to make an acceptance determination of the application. However, in lieu of not having the thermal calculation packages, any information that TN could provide that would describe the thermal calculations used would help facilitate a more efficient review should the application be accepted. TN may elect to provide information on the purpose of each of the calculations, a pointer to the specific sections of the FSAR that the calculation supports, and/or provide a "table of contents" for each of the calculation packages.

RSI 1-1: TN explained that Tables 2-2 through 2-4 had not changed since EOS Amendment O and the updated Revision I of the UFSAR provided on 01/31/18, and that only change pages to the FSAR were provided for the EOS Amendment I application.

Therefore, it was not clear to TN as to why this RSI was needed or whether something else was needed by NRC staff. NRC staff clarified that it was not clear which "revision" of the FSAR was used to support the application for EOS Amendment I. TN agreed to provide a response providing a pointer to the location of Tables 2-2 through 2-4 (i.e., which revision of the UFSAR) that is used to support this application for EOS Amendment 1.

RSI 6-1: TN explained that the parameters for limiting the fuel assembly bumup, enrichment, cooling time and decay heat are specified in the proposed Technical Specifications. Therefore, it was not clear to TN as to why this RSI was needed. NRC staff indicated a detailed review had not been completed on the EOS Amendment I application, but that it was not clear where this information could be found and correlated. TN agreed to provide a response that will point the NRC shielding reviewer to appropriate sections of the Technical Specifications and correlated Table 6-8 in the FSAR that identifies the inspectable parameters for the fuel and Non-Fuel Hardware, and identifies how the source terms are related to the decay heat limit.

NRC staff provided clarifications to TN in regard to the above observation and two RS Is. No changes were needed to the original RSI/Observations as provided by NRC letter dated May 15, 2018 (Package ML18134Al09). TN has agreed to provide responses by June 15, 2018, to support the NRC staffs completion of the acceptance review of the TN CoC 1042 EOS Amendment I application.
