CoC 1029 Effective Feb. 5, 2003 Initial 20-year term Two previous approved amendments Amendment 4 currently under review

Renewal Application will request a 40-year period of extended operation (PEO)

Deadline for renewal submittal: Jan. 6, 2023 Intent is to submit well in advance 3

 Description of Major SSCs o

DSCs Three models of stainless steel confinement vessels with carbon steel top and bottom shield plugs and double top and bottom cover plates:

24PT1, 24PT4 & 32PTH2.

o AHSM A reinforced concrete horizontal storage modular structure for storage of DSCs. Thick roof (nominally 5 ft) and end walls (nominally 4 ft) provide shielding from rad dose. The passive system ensures normal operations do not pose a hazard to the public or site personnel.

4

Description of Major SSCs (cont) o AHSM-HS Reinforced horizontal storage module similar to the AHSM but modified to accommodate the 32PTH2 DSC which has a larger diameter than the older model DSCs. It is also designed to store the high heat load and rad dose from high burnup fuel.

NOTE: Transfer Casks (TCs) approved for use with CoC 1029 are licensed under CoC 1004.

Identified Systems, Structures and Components (SSCs) subject to aging management review (AMR)

Scoping criteria from NUREG-1927, Section 2

 Scoping process:

Review drawings for each of the main SSCs and identify equipment to the subcomponent level as either In-Scope or Not In-Scope Summarize Scoping Evaluation results in a table within the CoC Renewal Application 8

 TLAA Definition (NUREG-1927)

TLAAs are calculations or analyses meeting all of the following criteria:

Involves SSCs in-scope for CoC Renewal Considers the effects of aging Involves time-limited aging assumptions defined by the current operating term Is relevant to making a safety determination Involves conclusions forming the basis for SSCs to perform their intended functions Contains or is incorporated by reference in the design bases 10

The following TLAAs for the CoC 1029 renewal were identified as requiring re-evaluation:

Mechanical fatigue analysis for DSCs Neutron fluence and gamma exposure

Additional supplemental calculations supporting license renewal:

Chloride Induced Stress Corrosion Cracking (CISCC) 11

Materials/Environments/Aging Effects Identify materials associated with in-scope SSCs Identify the service environments for these SSCs Identify the aging effects and mechanisms requiring monitoring and/or management 12

24PT1-DSC:

Main Assembly:

- stainless steel: shell, support rods, spacer discs, cover plates

- carbon steel: shield plugs, casing plates, spacer discs Basket Assembly:

Identification of Environments for In-Scope SSCs:

o Air - Outdoor (OD): Direct exposure to weather o Embedded in Concrete (E-C); Embedded in Metal (E-M) : One or more surfaces of component in contact with another component or material o Fully Encased (FE): Fully enclosed or fully lined by another material o Helium (HE): Fill gas inside a canister o Groundwater/soil (GW): Subsurface water in wells, tunnels, etc, or naturally flowing water o Sheltered (SH): Outside canister but within confined internal space of a shielded structure 19

 Aging Mechanisms and Effects:

oEvaluate all aging mechanisms & effects oAging mechanisms are depended on materials and environment combinations 20

 Aging Management Programs

For in-scope components and subcomponents not having a TLAA

Addresses each of the 10 elements from NUREG-1927 to include aging effects

 Tollgates

 As addressed in NUREG-1927

 NEI 14-03 guidance

 Reviewing other recent renewal projects

 Proposed AMPs:

o HSMs o DSCs o ISFSI Basemat o High Burnup Fuel

 Frequency of AMPs:

o Baseline AMP inspection: Prior to entering the PEO o HSM/DSC/Basemat: frequency commensurate with expected aging effects o High Burnup Fuel: based on information from the HBU Demonstration Project 24

Appropriate AMPs will be established to manage aging effects of the in-scope SSCs

Proposed inspection frequencies will be established commensurate with the materials and service environments 25
