ISSUANCE OF CERTIFICATE OF COMPLIANCE NO. 1014, AMENDMENTS NO. 11 AND 12 FOR THE HI-STORM 100 MULTIPURPOSE CANISTER CASK SYSTEM (CAC NO. 001028, EPIDs: L-2017-LLA-0028 and L-2017-LLA-0017)

Dear Ms. Manzione:

By a letter dated January 29, 20161, and supplemented on February 16, 20162; April 22, 20163; June 6, 20164; December 22, 20165; September 8, 20176; November 10, 20177; and December 21, 20178, Holtec International (Holtec) submitted an application in accordance with Title 10 of the Code of Federal Regulations Part 72 for an amendment to Certificate of Compliance (CoC)

No. 1014 for the HI-STORM 100 Multipurpose Canister (MPC) Cask System. Amendment No.

11 revises the certificate and technical specifications to increase per-storage location weight limit for cells authorized for damaged fuel container, change surveillance requirements for cask with certain heat load, and other changes.

Holtec submitted another request to the NRC to amend CoC No. 1014 in a letter dated June 14, 20169, and supplemented its request on July 22, 201610; November 4, 201611; August 25, 201712; November 10, 201713; and December 22, 201714. Amendment No. 12 revises the certificate and technical specifications to add a new regionalized heat load pattern for MPC-68M and allow storage of fuel that has been cooled for at least 2 years, allow the storage of damaged fuel and fuel debris in damaged fuel containers under the new regional heat load pattern, and other changes.

K. Manzione As stated in the Federal Register (83 FR 63794, 12/12/2018), the effective date of Amendments No. 11 and 12 to CoC No. 1014 is February 25, 2019. Attached are CoC No. 1014, Amendments No. 11 and 12, and the corresponding technical specifications and safety evaluation reports (SER). These certificates constitute the approval and conditions for use of the HI-STORM 100 MPC Cask System for Irradiated Nuclear Fuel Storage System for storage of spent nuclear fuel under the general licensing provisions of 10 CFR 72.210.
