1008 FOR THE HI-STAR 100 STORAGE CASK SYSTEM - ACCEPTED FOR REVIEW (CAC/EPID NOS. 001028/L-2018-RNW-0030)

Dear Ms. Manzione:

By letter dated December 7, 2018, Holtec International (Holtec) submitted to the U.S. Nuclear Regulatory Commission (NRC) an application for renewal of the Certificate of Compliance (CoC) No. 1008 for the HI-STAR 100 Storage Cask System (Agencywide Documents Access and Management System [ADAMS] Accession No. ML18345A178). The submittal of the CoC renewal application was timely per the requirements of Title 10 of the Code of Federal Regulations 72.240(b). In the application, Holtec requested to renew the CoC for an additional 40 years. The NRC staff performed an acceptance review of the application.

By letter dated May 14, 2019, the NRC staff requested Holtec submit supplemental information to enable the NRC staff to begin a detailed review of the license renewal application (ADAMS Accession No. ML19135A106). By letters dated June 28, 2019, and October 10, 2019, Holtec submitted responses to the NRC request for supplemental information (RSI) (ADAMS Accession Nos. ML19184A232 and ML19288A089). The NRC staff has reviewed Holtecs RSI responses and has determined the application, supplemented by the RSI responses, now contains sufficient technical information in scope and depth to begin a detailed technical review.

In the RSI, the NRC staff asked whether hardening of the concrete pad (as it continues to cure with time) will cause cask decelerations that exceed the loads analyzed in the tip-over event in the HI-STAR 100 final safety analysis report (FSAR). The NRC staff recognizes that the majority of concrete hardening occurs within the first 10 years of service life, as Holtec noted in its RSI response. The NRC staff is conducting a generic assessment to evaluate the effects of concrete hardening that occurs within the first 10 years of service life compared to a 28-day concrete strength that may be used in some design-basis tip-over analyses, including those in the HI-STAR 100 FSAR. Therefore, the NRC staff will not include concrete hardening in its review of the CoC renewal.

This letter acknowledges acceptance of your application. We have established a schedule for the review. The schedule allows for the staff to complete its technical review and issue a request for additional information (RAI) in April 2020. If Holtec provides a sufficient response to the RAI in July 2020, and a second RAI is not needed, the CoC would be submitted to Rulemaking in January 2021. Rulemaking is estimated to take 6 months, and if there are no

K. Manzione 2 significant adverse comments received during the comment period, the CoC will become effective in July 2021. In general, no additional changes to the application should be submitted except for changes resulting from your response to a RAI.
