By letter dated August 9, 2024 [Agencywide Document Access and Management System (ADAMS)

Accession No. ML24222A858], Holtec International (Holtec) submitted to the U.S. Nuclear Regulatory Commission (NRC) a request to amend the Certificate of Compliance (CoC) No. 1014 for HI-STORM 100 Multipurpose Canister Storage System. The NRC staff performed a cursory review of the application and determined the application contains sufficient technical information to allow the staff to begin the technical review. This letter acknowledges acceptance of your application for review.

Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review and submitting the draft CoC and preliminary safety evaluation report to Rulemaking by the end of January 2025. The schedule includes the issuance of a request for additional information (RAI) in early October 2024 and resolving all technical issues by the end of October 2024.

Rulemaking normally takes approximately 26 weeks, and if there are no significant adverse comments received during the comment period, the CoC amendment is estimated to become effective in August 2025. Please note that these dates could change depending on the findings of our technical review, urgent assignments, or other factors, such as whether your responses to the RAI are or not adequate. The NRC staff estimates that completing the review of your submittal will require approximately 725 staff hours. We will promptly communicate significant schedule and/or cost changes, if any.
