Document Control Desk E-55201 October 29, 2019 Page 2 of 4 This submittal provides a revision to Certificate of Compliance (CoC) No. 1042 Updated Final Safety Analysis Report (UFSAR) Chapters A.4, and B.4 to provide an enhancement to the thermal model for the NUHOMS MATRIX (HSM-MX). The changes to Section A.4.5.7.3 are related to discussions surrounding Amendment 1 and the final response to the request for additional information (RAI) RAI 4-6, from Certificate of Compliance No. 1042, Amendment No.

1, Revision 5, Reference [4], NRC ADAMS Accession Number ML19176A315. The changes to Sections A.4.6.3 through A.4.6.7 and Chapter B.4 address the Observation OBS-T1P from Amendment 2 Revision 0, Reference [3], NRC ADAMS Accession Number ML19225C845, in support of the Amendment 2 application. herein provides a table listing the package accession numbers associated with the submittal packages for the Amendments 1 and 2 applications. provides a list of changed UFSAR pages.

For the UFSAR, replacement and new Amendment 2, Revision 3 pages are provided in Enclosures 4 and 5. The pages include a footer on each replacement or new page, annotated as 72-1042 Amendment 2, Revision 3, October 2019 with changes indicated by italicized text and revision bars. The new changes associated with this revision are further annotated with gray shading and an indication in the footer of the changed pages that the changes are associated with the discussion in this letter. provides a listing of the computer files contained in Enclosure 7. contains computer files associated with this submittal.

Certain portions of this submittal include proprietary information, which may not be used for any purpose other than to support the NRC staffs review of the application. In accordance with 10 CFR 2.390, TN Americas LLC is providing an affidavit (Enclosure 1), specifically requesting that this proprietary information be withheld from public disclosure. The submittal also includes security-related information.

This submittal is being provided as an electronic submission, using the optical storage media (OSM) provision from Section 4 of the NRC Guidance for Electronic Submissions to the NRC.

Accordingly, we have included a Document Components listing and OSM #1, OSM #2, and OSM #3 listings at the end of this cover letter.

TN Americas LLC looks forward to working with the NRC staff on this amendment application.
