ISSUANCE OF CERTIFICATE OF COMPLIANCE NO. 1014, AMENDMENT NO. 14 FOR THE HI-STORM 100 MULTIPURPOSE CANISTER CASK SYSTEM (DOCKET NO. 72-1014, CAC NO. 001028, EPID: L-2018-LLA-0292)

Dear Ms. Tomlinson:

By a letter dated October 31, 20181, and supplemented on November 6, 20182, February 28, 20193, April 5, 20194, April 23, 20195, and May 13, 20196, Holtec International (Holtec) submitted an application in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 72 for an amendment to Certificate of Compliance (CoC) No. 1014 for the HI-STORM 100 Multipurpose Canister (MPC) Cask System. Amendment No. 14 revises the certificate and technical specifications to add three new heat loading patterns for MPC-68M, reduce the minimum cooling time to 1 year for all fuel types in MPC-68M, allow the use of a damaged fuel isolator for damaged fuel stored in MPC-68M, and modify the description of the vents in the overpack in the CoC.

As stated in the Federal Register (84 FR 52747, 10/3/2019), the effective date of Amendment No. 14 to CoC No. 1014 is December 17, 2019. Attached are CoC No. 1014, Amendment No.

14, and the corresponding technical specifications and safety evaluation report. This certificate constitutes the approval and conditions for use of the HI-STORM 100 MPC Cask System for Irradiated Nuclear Fuel Storage System for storage of spent nuclear fuel under the general licensing provisions of 10 CFR 72.210.
