OF JUNE 23, 2023, PUBLIC MEETING WITH XCEL ENERGY TO DISCUSS AMENDMENT APPLICATION FOR PRAIRIE ISLAND INDEPENDENT SPENT FUEL STORAGE INSTALLATION On June 23, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff from the Division of Fuel Management held a public meeting with representatives from Xcel Energy. The purpose of the meeting was to discuss Xcel Energys planned amendment request to revise Prairie Island Independent Spent Fuel Storage Installation technical specification (TS) 4.4, codes and standards, for the TN Americas (TN) TN-40HT casks.

The meeting was noticed on June 9, 2023 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML23159A254). Several members of the public attended this meeting. Xcel Energy is fabricating TN-40HT casks through Orano/TN Americas. During the fabrication, TN identified that, for two TN-40HT casks, a required non-destructive examination (NDE) magnetic particle (MT) inspection of the shell flange base material prior to welding was not performed in accordance with the American Society of Mechanical Engineers (ASME) code fabrication sequence as required by the license. Both casks have not been loaded with spent nuclear fuel.

Xcel Energy plans to submit an amendment application to revise TS 4.4 to allow the use of a code alternative to the ASME Boiler and Pressure Vessel code. TN has developed an alternative NDE examination for the base material and weld by using an enhanced radiography (RT) examination or a phased array ultrasonic (PAUT) examination along with RT on the completed weld. TN has completed both RT and PAUT examinations on the two affected CONTACT:

TN-40HT casks with satisfactory results. The staff requested information in the amendment application to demonstrate the alternative is technically acceptable.

Staff questioned whether this alternative would become a permanent approach and if TN would stop performing the pre-welding examinations. TN stated that it intends to continue performing MT in accordance with ASME code and only intends to use the alternative on the two affected casks. Xcel Energy and TN have entered this incident into their corrective action program and will look into the causes. Xcel will review the NOTE for the proposed TS 4.4 alternative to clarify the intent.

Xcel Energy plans to submit the amendment application by the end of July 2023 and seek the NRCs approval by June 25, 2024, to support fuel loading. The staff requested the need-date information in the application to help the staff prioritize projects and manage resources.
