HI-STORM 100 Multipurpose Canister Storage System Amendment 16 Request

Dear Mr. McKirgan:

Holtec International herein submits a request to amend Certificate of Compliance (CoC) 72-1014 for the HI-STORM 100 Multipurpose Canister Storage System. The proposed changes include the addition of the option to deploy the HI-STORM 100 system in an unventilated configuration.

The proposed changes do not reduce any of the safety metrics, operational flexibility, or radiation protection features imbedded in the HI-STORM 100 system. Furthermore, the proposed changes also provides a reorganized CoC and its appendices using NEI's proposed outline presented in Regulatory Issue resolution Protocol Screening Form and Resolution Plan for Improving the Part 72 Regulatory Framework (RIRP-I-16-01 transmitted 5/12/2017).

A summary of all of the proposed changes (SOPC), with more detailed description of the changes, reason for the changes and justification for the changes, is provided in Attachment 1. Attachments 2 through 8 contain changes for the CoC and its appendices following the format of the currently approved CoC 1014. Attachment 9 and 10 provide the changed pages of the HI-STORM 100 FSAR which support this LAR in proprietary and non-proprietary versions. All proposed changes in Attachments 2 through 10 are provided in mark-up format to facilitate the Staffs review, with the exception of Supplement IV. Since this supplement is completely new, no changes are marked.

Note that the marked changes are only those associated with this LAR 1014-16. Changes associated with previous amendments, up to and including HI-STORM 100 Amendment 15 and HI-STORM 100 Renewal Application, are included but not marked as changes since the licensing requests are under separate technical review. Supporting proprietary documents, including a drawing and calculation packages, are included as Attachments 11 through 20.
