So, the reason I reached out to the staff at Susquehanna is twofold:

1. I am processing the backlog of decommissioning funding plans (DFPs) and DFP triennial updates.
2. Significant time has elapsed since the DFPs were submitted. Therefore it is prudent to reach out to each licensee to inquire about organizational changes and to verify the contact information for the person(s) to whom the correspondence, regarding this matter, should be addressed.
a. In Susquehannas case, the expectation is that the NRC staff will send one RAI to the licensee and the licensee would be responsible to ensure any internal cost sharing issues are addressed.

By letter dated December 17, 2012 and December 15, 2012, Allegheny Electric Cooperative, Inc. (Allegheny) and then, PPL Susquehanna, LLC (Susquehanna) submitted, for NRC staff review and approval, a DFP for the ISFSI at the Susquehanna Steam Electric Station (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML123630019 and ML12352A171). By letters dated December 16, 2015, Susquehanna Nuclear, LLC (Susquehanna) and Allegheny submitted, for NRC staff review and approval, an updated DFP (ADAMS Accession Nos. ML15350A071 and ML16032A339).

The NRC staff reviewed Susquehannas and Alleghenys updated DFP for the ISFSI and believes Susquehannas and Alleghenys submittal is not sufficient to meet the intent of the requirement in 10 CFR 72.30(c). The updated DFP does not provide sufficient information

to allow the NRC staff to determine that the events listed in 10 CFR 72.30(c)(1)-(4) have been specifically considered.

The draft RAI letter with its enclosure is an attachment to this e-mail.

Also, Ive taken the liberty to list some of the publicly available submittals that NRR found to be acceptable responses to 10 CFR 72.30 (c)(1) - (4). You might consider reviewing them to inform your decision about the need for additional clarification and/or for use in developing your RAI response and future triennial update submittals.
