ACCEPTANCE REVIEW OF REQUEST FOR AMENDMENT NO. 7 TO CERTIFICATE OF COMPLIANCE NO. 1032 FOR THE HI-STORM FLOOD/WIND MULTIPURPOSE CANISTER STORAGE SYSTEM

Dear Ms. Manzione:

By letter dated February 7, 2020 (Agencywide Document Access and Management System Accession No. ML20052D786), Holtec International (Holtec) submitted a request to the U.S.

Nuclear Regulatory Commission to amend the Certificate of Compliance (CoC) No. 1032 for the HI-STORM Flood/Wind Multipurpose Canister Storage System.

Your letter requested an effective date of April 2021 for this amendment to facilitate efficient decommissioning of a nuclear plant. The NRC staff has decided to accept the application for review and established a schedule for the review based on current workload and priority. The schedule would allow the staff to complete and issue the first request for additional information (RAI) in June 2020, and a draft CoC and safety evaluation report for rulemaking in November 2020, based on Holtec satisfactorily responds to any RAI in early July 2020. The staff estimates that completing the safety review of this certificate amendment application will require approximately 600 staff review hours.

The staff notes that Proposed Change #2 is to include the use of a thermal topical report for heat load calculations once it is approved by the NRC. Since Holtec has not submitted the thermal topical report, the staff has requested Holtec to remove Proposed Change #2 from this amendment request. This removal should be reflected when you respond to the RAI.
