ACCEPTANCE REVIEW OF REQUEST FOR AMENDMENT NO. 15 TO CERTIFICATE OF COMPLIANCE NO. 1014 FOR THE HI-STORM 100 STORAGE SYSTEM

Dear Ms. Tomlinson:

By letter dated March 20, 2019 [Agencywide Documents Access and Management System (ADAMS) Accession No. ML19092A192] and supplemented by a letter dated September 16, 2019 (ADAMS Accession No. ML19277G818), Holtec International submitted a request to the U.S. Nuclear Regulatory Commission to amend the Certificate of Compliance (CoC) No. 1014 for the HI-STORM 100 Storage System.

The staff has conducted an acceptance review of the application and determined that it contains sufficient technical information to begin a detailed technical review. We have established a review schedule based on current workload and priority. The schedule would allow the staff to complete and issue the first request for additional information (RAI) in February 2020, and a draft CoC and safety evaluation report for rulemaking in August 2020, based on Holtec satisfactorily responding to any RAI by March 2020. The staff estimates that completing the safety review of this certificate amendment application will require approximately 1,700 staff review hours and $25,000 of contractual work in criticality and shielding.
