ELECTRIC COMPANY TO DISCUSS THE UPCOMING SUBMITTAL OF THE APPLICATION FOR RENEWAL OF THE HUMBOLDT BAY INDEPENDENT SPENT FUEL STORAGE INSTALLATION LICENSE (CAC NO. 001028)

Background

On December 12, 2017, a meeting was held in Rockville, MD, between representatives of Pacific Gas & Electric Company (PG&E) and the U.S. Nuclear Regulatory Commission (NRC) to discuss the upcoming submittal of the application for renewal of the Humboldt Bay Independent Spent Fuel Storage Installation (ISFSI) license. The list of meeting attendees is provided in .

The meeting was noticed on November 7, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17305A446).

Discussion The meeting discussion followed the meeting agenda, which is provided in Enclosure 2. PG&E presented their plans related to the Humboldt Bay ISFSI license (SNM-2514) renewal application (Enclosure 3). The presentation provided an overview of the content of their forthcoming license renewal application (LRA). PG&E plans to submit the license renewal application by the end of the first quarter of 2018. PG&E stated that the license renewal application will include general information, a scoping evaluation, an aging management review, and time-limited aging analyses. Appendices will cover the aging management programs, granted exemptions, proposed license changes, a final safety analysis report, a pre-application inspection report and an environmental report.

PG&E plans to request a license renewal for a 40-year period starting from the current license expiration date. The current specific license expires in November 2025. PG&E clarified that it

A. Hsia plans to submit the LRA five years ahead of timely renewal so the LRA coincides with the wrap-up phase of the plant decommissioning.

In developing the LRA, PG&E indicated they intend to follow guidance in the Standard Review Plan for Renewal of Spent Fuel Dry Cask Storage System Licenses and Certificates of Compliance (NUREG-1927), Rev. 1, NEI 14-03, and the draft Managing Aging Processes in Storage Report (NUREG-2214). PG&E also indicated they will also consider the following in developing the LRA: the Trojan, Prairie Island, and Calvert Cliffs LRAs, the Standardized NUHOMS certificate of compliance (CoC) renewal, requests for additional information from the CoC and LRAs, and safety evaluation reports.

PG&E also provided an overview of monitoring and pre-application inspections at the Humboldt Bay ISFSI. PG&E conducts quarterly thermoluminescent dosimeter dose monitoring and annual visual inspection of 100 percent of accessible exterior vault concrete for degradation, and annual monitoring for ISFSI vault concrete settlement. PG&E used an inspection robot to inspect the overpack outer surface as well as the carbon steel liner of the underground storage module and found no indications of aging. PG&E also provided a description of the planned inspections as part of their aging management programs.

During the presentation, the NRC staff asked several clarifying technical questions and made suggestions to ensure the LRA contained all necessary information.

After PG&E, Holtec, and NRC representatives completed their discussion, the meeting was opened to public comments or questions for the NRC. No public comments were received.

Action Items/Next Steps PG&E plans to submit the Humboldt Bay ISFSI LRA by the end of the first quarter of 2018.
