Dear Mr. Layton:

Sacramento Municipal Utility District (SMUD) has identified proprietary information in the request for additional information (RAI) response file and the license renewal application file transmitted with the Reference 1 submittal that was not properly marked for withholding and which needs to be corrected.

Additionally, the Document Components file listing, the OSM#1 file listing, and the OSM#2 file listing in the cover letter of the referenced submittal did not accurately reflect the submittal contents, although all intended submittal contents were indeed provided. Those file listings also need to be corrected.

Accordingly, please replace the following files listed in the Document Components list of the referenced transmittal from April 22, 2019 with the files provided herein as Enclosure 2,, Enclosure 4, Enclosure 5 and Enclosure 6, respectively:

SMUD hereby withdraws References 2 and 3 and requests that they be removed from the docket.

Enclosures 3 and 5 herein contain proprietary information owned by TN Americas LLC (TN).

That information may not be used for any purpose other than NRC staff review of the LRA.

Accordingly, a TN affidavit is provided as Enclosure 1 specifically requesting that you withhold this proprietary information from public disclosure.

This submittal is being provided as an electronic submission, using the optical storage media (OSM) provision from Section 4 of the NRC Guidance for Electronic Submissions to the NRC.

Accordingly, we have included a Document Components listing and OSM#1 and OSM#2 listings at the end of this cover letter.

SMUD is submitting these replacement files for the Rancho Seco LRA under oath or affirmation.
