Dear Ms. Manzione:

By letter dated September 28, 2018, Holtec International (Holtec) submitted an application to the U.S. Nuclear Regulatory Commission (NRC) for Certificate of Compliance No. 1040, Amendment No. 4, to the HI-STORM UMAX System, pursuant to the requirements of Part 72 of Title 10 of the Code of Federal Regulations.

The staff has performed an acceptance review of your application to determine if the application contained sufficient technical information to begin a detailed technical review. The information needed to continue our review is described in the attached enclosure: Request for Supplemental Information (RSI).
