OF JANUARY 16, 2019, PARTIALLY CLOSED PRE-APPLICATION MEETING WITH HOLTEC INTERNATIONAL TO DISCUSS PROPOSED AMENDMENT APPLICATION TO CERTIFICATE OF COMPLIANCE NO. 1014 FOR HI-STORM 100 MULTIPURPOSE CANISTER STORAGE SYSTEM On January 16, 2019, staff from the Division of Spent Fuel Management held a partially closed pre-application meeting with representatives from Holtec International (Holtec) at the U.S.
Nuclear Regulatory Commission (NRC) Headquarters in Rockville, MD. The purpose of the meeting was to discuss Holtecs plan to submit an amendment application to Certificate of Compliance (CoC) No. 1014 for the HI-STORM 100 Multipurpose Canister Storage System. A portion of the meeting was closed to discuss proprietary information. No regulatory decisions were made nor requested at this meeting.
The meeting was noticed on December 18, 2018 (Agencywide Document Access and Management System Accession No. ML18352A968). The attendance list is provided in . The presentation slides are provided in Enclosure 2 (public) and Enclosure 3 (proprietary).
During the open portion of the meeting, Holtec provided a summary of its proposed amendment to CoC No. 1014. Holtec proposed to add the new HI-STORM Version E overpack, add the new HI-TRAC Version MS, add MPC-32M basket to the system, change CoC Condition 3, add additional fuel classes, add an optional HI-DRIP auxiliary cooling system, use partial gadolinium credit for criticality analysis, clarify source term methodology for site-specific evaluations, modify long-term storage condition ambient temperature, and remove non-mechanistic tip-over shielding analysis. Holtec indicated that the proposed changes would not exceed previously approved design basis limits.

C. Regan Staff noted that the specifications for different versions of HI-STORM overpack and HI-TRAC should be clearly documented to facilitate the application review, implementation, and inspection. Staff also noted that new data developed from other dockets for material fracture toughness should be incorporated into the amendment request as applicable. Since this amendment contains numerous proposed changes, staff may consider a post-submittal meeting to further discuss the technical details and review priority and schedule.
Staff responded to the publics questions on gadolinium credit and ambient temperature, as well as the process for the general licensee to change the registration of a dry spent fuel storage cask from one amendment to another amendment.
During the closed portion of the meeting, Holtec provided a proprietary discussion of the proposed changes. Staff asked questions related to the technical details of the application.
