I. OBSERVATION A. Confinement Evaluation (Co)

OBS-Co-1 Clarify or revise safety analysis report (SAR) section 9.2.4, MPC Closure, step 5 (page 9-17).

SAR section 9.2.4, step 5 states, Examine the MPC for leakage. It is not clear whether this, in context, refers specifically to the MPC lid-to-shell weld, whether aspects from SAR section 9.2.4, step 11.e. should be similarly specified, and whether reference 9.1.2 is used. Note, Interim Staff Guidance (ISG)-18, which is part of NUREG-2215, has been used in the past for the HI-STORM UMAX MPC lid-to-shell weld only, if the criteria for ISG-18 are met.

This information is needed to determine compliance with 10 CFR Part 72.104, 106, and 236(e).
