OF APRIL 20, 2021, PUBLIC MEETING WITH HOLTEC INTERNATIONAL TO DISCUSS UPCOMING APPLICATION FOR CERTIFICATE OF COMPLIANCE NO. 1032 FOR THE HI-STORM FLOOD/WIND, AMENDMENT NO. 7 On April 20, 2021, staff from the Division of Fuel Management held a public meeting with representatives from Holtec International (Holtec). The purpose of this meeting was to discuss the upcoming application for the Certificate of Compliance (CoC) No. 1032 for the HI-STORM Flood/Wind (FW), Amendment No. 7.

The meeting was noticed on April 8, 2021 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21096A234). This meeting had two portions: the first portion was open to the public and was categorized as an observation meeting; the second portion was closed to discuss proprietary content. One member of the public attended this meeting on the phone line. The attendees list is included in Enclosure 1. The presentation slides for the public portion (ADAMS Accession No. ML21105A370) were available on the NRC public meeting Website, and the presentation slides for the closed portion are included in .

During the public portion of the meeting, Holtec representatives discussed the proposed changes including the reorganization of the CoC and technical specifications (TS) using the graded approach, the new unventilated overpack with high density concrete, and the optional vent and drain penetrations design to include second port cover plate. Holtec stated that it planned to submit the application at the end of April 2021.

The staff had questions on the CoC and TS with the proposed technical changes and using the graded approach. Holtec stated that the proposed technical changes in this amendment will be CONTACT: Yen-Ju Chen, NMSS/DFM (301) 415-1018

Y. Diaz-Sanabria 2 incorporated into the CoC and TS and that the use of the graded approach will cover the technical changes as well as information currently in the CoC and TS. Holtec will provide an updated CoC with the proposed technical changes and a reorganized CoC using graded approach. Holtec noted that all the deletions in the CoC and TS are either redundant requirements or matters already addressed in the final safety analysis report (FSAR). The staff provided feedback that if the information deleted is addressed in the FSAR, a reference to the location in the FSAR would be beneficial to the reviewers. Holtec also stated that there is no additional LCO (limiting condition for operation) as the result of the graded approach. In the graded approach pilot project, the applicant prepared an evaluation form for each CoC condition and TS. The staff commented that it is considering Holtecs approach to the graded approach criteria, especially the risk insight criteria. The staff expressed a view that the risk insights criteria provide part of the basis of the evaluation results for determinations on whether to maintain evaluated items in the CoC or TS. The staff also commented that the graded approach evaluations should include sufficient information to explain the basis for the determination as to whether an item remains in the CoC or TS or is removed (and maintained only in the FSAR). The staff pointed out the evaluations done for the pilot amendment as a good reference for the type of information that staff anticipates to be included in the graded approach evaluations.

There was no public comment.

During the closed portion, Holtec discussed the details of the unventilated overpack, vent and drain port cover plates, and the technical analytical methodologies.
