SUMMARY

OF MARCH 17, 2021, PUBLIC MEETING WITH TN AMERICAS LLC TO DISCUSS PRE-APPLICATION OF CERTIFICATE OF COMPLIANCE NO. 1042, AMENDMENT NO. 3 On March 17, 2021, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and TN Americas LLC (TN, the applicant). The purpose of the meeting was to discuss TNs plans for submittal of Amendment No. 3 to Certificate of Compliance (CoC) No. 1042 for the NUHOMS EOS System. The meeting notice and agenda, dated March 2, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21061A318. During the meeting, the applicant presented slides, which are available at ADAMS Accession No. ML21060B564. The enclosure to this document contains the meeting attendance list.

TN indicated this amendment provides updates to the EOS-89BTH dry storage canister (DSC) that include: increasing the maximum heat load to 48.2 kilowatts, using the graded approach to define maximum allowable heat loads in the technical specifications in lieu of Heat Load Zoning Configurations (HLZCs), adding a variable-lead thickness option for the EOS-TC125 transfer cask (TC) for transfer of the EOS-89BTH DSC, increasing the enrichment limits for the EOS-89BTH DSC up to 5 weight %, and adding ATRIUM 11 fuel as an allowable content in the EOS-89BTH DSC. In addition, this amendment will also include: utilization of a single pass high amperage gas tungsten arc weld for the outer top cover plate, conducting ultrasonic testing on the outer top cover plate, and eliminating a redundant pressure test.

The NRC staff had questions and comments on all the scope items indicated in TNs slides.

Examples of the types of questions from staff included: How the heat load limits would be specified? How Part 72 of the Code of Federal Regulations (CFR), (10 CFR 72.48), may be used to change the HLZCs? How criticality would be bounded by the EOS-TC108 for the variable lead thickness? pressure test? There was also a staff comment regarding TNs plans to use a different weld process by revising existing code exceptions. TN provided clarifications during the meeting, but indicated that many of the staffs comments, questions and requested clarifications would be addressed in the application. Specifically, TN said that additional details would also be provided in the Final Safety Analysis Report to clearly define all changed steps and processes.

No regulatory decisions were made during the meeting. TN indicated that they plan to submit the application by the end of the 1st Quarter 2021, and will be requesting the NRC to approve the application by the 3rd Quarter 2022. NRC staff commented that the requested schedule is very aggressive, and that TN should provide justification in their application letter as to why this amendment should be considered a high priority item for NRC staff review. There was one member of the public who attended the meeting, and no members of the public asked questions during the Questions and Answers session.
