OF NOVEMBER 7, 2018, MEETING WITH GE-HITACHI NUCLEAR ENERGY AMERICAS, LLC TO DISCUSS THE UPCOMING SUBMITTAL OF THE APPLICATION FOR RENEWAL OF THE MORRIS INDEPENDENT SPENT FUEL STORAGE INSTALLATION LICENSE (SNM-2500) (CAC/EPID NOS. 001028/L-2018-LRM-0065)

Background

On November 7, 2018, a meeting was held in Rockville, MD, between representatives of GE-Hitachi Nuclear Energy Americas, LLC (GEH) and the U.S. Nuclear Regulatory Commission (NRC) to discuss the upcoming submittal of the application for renewal of the Morris Independent Spent Fuel Storage Installation (ISFSI) license (SNM-2500). The list of meeting attendees is provided in Enclosure 1.

The meeting was noticed on October 17, 2018 (Agencywide Documents Access and Management System Accession No. ML18291A681).

Discussion The meeting discussion followed the meeting agenda, which is provided in Enclosure 2. GEHs presentation is provided in Enclosure 3. GEH provided an overview of the Morris ISFSI operations and the planned license renewal application. The Morris ISFSI is the only wet storage facility licensed under 10 CFR Part 72. GEH noted the static nature of the facility and that no fuel movements have occurred since the initial placement of fuel in the fuel storage basin. The license for the Morris ISFSI (SNM-2500) was previously renewed for a 20-year term, and the current expiration date is May 31, 2022. The timely renewal due date for the submittal of the renewal application is May 31, 2020. GEH plans to submit the renewal application in the first quarter of 2020 and plans to request an additional 20-year term. GEH noted it is in the early planning stages for the renewal application, and it may request a second pre-application meeting with the NRC staff after it further develops the application, potentially in fall 2019.

M. Layton The following items were discussed between GEH and NRC representatives during the meeting:

  • GEH clarified several aspects of the Morris ISFSI design bases: (1) material stored includes spent fuel from multiple sites, both boiling-water reactor and pressurized-water reactor spent fuel, and zircaloy clad and stainless steel clad spent fuel; (2) water chemistry is maintained within approved technical specifications through filtration and addition of ultra pure water; (3) criticality control is based on geometry and the configuration of the basin, baskets, and fuel; neutron absorbers and borated water are not used; and (4) the accident analyses are in Chapter 8 of the final safety analysis report (which is called the Consolidated Safety Analysis Report (CSAR) for the Morris ISFSI), and include analysis of a tornado-generated missile accident.
  • The NRC staff asked about the confinement boundary. GEH noted that the fuel cladding is considered the primary confinement barrier, and the basin is the secondary confinement barrier. The NRC staff noted that if the confinement boundary is not clear in the CSAR, GEH can clarify this in the renewal application.
  • The NRC staff asked what structures, systems, and components (SSCs) are necessary to ensure retrievability at the end of storage, and how these will be considered in the renewal application. GEH noted that these SSCs include equipment (e.g., cranes, grapples) for moving fuel bundles or fuel baskets; this equipment is laid away and will be inspected prior to use.
  • The NRC staff noted that in the license renewal application, GEH may summarize the changes made to the CSAR (e.g., via 10 CFR 72.48 changes) since the last biennial submittal, or it may submit the current version of the CSAR (even if outside the biennial submittal window) to reflect the current design bases to support the renewal application.
  • The NRC staff noted that although NUREG-1927, Revision 1 (Standard Review Plan for Renewal of Specific Licenses and Certificates of Compliance for Dry Storage of Spent Nuclear Fuel) is not intended to be used for the review of renewal applications for wet storage facilities, it still contains guidance that is relevant to the renewal application for the Morris ISFSI. Chapter 1 contains guidance on the general information to be included in a 10 CFR Part 72 renewal application; Chapter 2 contains guidance on determining what SSCs are within the scope of renewal; and Chapter 3 contains guidance on the aging management review, including guidance on time-limited aging analyses and the elements of an aging management program (AMP).
  • The NRC staff also noted that, similar to the review of the first Morris renewal application, it will use applicable guidance in NUREG-1801 (Generic Aging Lessons Learned (GALL)

Report), related to wet spent fuel storage facilities.

  • The NRC staff noted that the license renewal application should include an evaluation of any relevant operating experience, including results from surveillances and AMP inspections at the Morris ISFSI and wet storage facilities in general, to inform the proposed AMPs.

Operating experience is considered element 10 of an AMP.

  • GEH noted that it will submit an updated environmental report, showing any changes to the affected environment. The NRC staff noted that the environmental report should discuss the

M. Layton potential environmental impacts of any aging management activities proposed in the renewal application.

  • GEH noted that its next triennial submittal of the decommissioning funding plan, per 10 CFR 72.30(c), is due in December 2018. The submittal will include updates since the 2015 submittal, such as the change in the financial assurance mechanism. The NRC staff clarified that 10 CFR 72.30(c) requires a decommissioning funding plan update to be submitted at the time of renewal. The NRC staff noted that if there are no changes to the latest docketed decommissioning funding plan submittal, GEH can reference the previous submittal in its renewal application. The NRC staff also noted for GEH awareness that the draft proposed rule on Regulatory Improvements for Production and Utilization Facilities Transitioning to Decommissioning (SECY-18-0055, ADAMS Accession No. ML18012A019) contains proposed changes to 10 CFR 72.30(c); the draft proposed rule is currently with the Commission for its review and approval.

After GEH and NRC representatives completed their discussion, the meeting was opened to public comments or questions. There were no questions or comments from the public attendee.

Action Items/Next Steps GEH may request a second pre-application meeting in the fall 2019 timeframe when it is further along with the development of its license renewal application. GEH plans to submit the renewal application in the first quarter 2020.
