OF OCTOBER 17, 2018, PARTIALLY CLOSED PRE-APPLICATION MEETING WITH HOLTEC INTERNATIONAL TO DISCUSS PROPOSED AMENDMENT APPLICATION TO CERTIFICATE OF COMPLIANCE NO. 1014 FOR HI-STORM 100 MULTIPURPOSE CANISTER STORAGE SYSTEM On October 17, 2018, staff from the Division of Spent Fuel Management held a partially closed pre-application meeting with representatives from Holtec International (Holtec) at the U.S.

Nuclear Regulatory Commission (NRC) Headquarters in Rockville, MD. The purpose of the meeting was to discuss Holtecs plan to submit an amendment application to Certificate of Compliance (CoC) No. 1014 for the HI-STORM 100 Multipurpose Canister Storage System.

The major portion of the meeting was closed to discuss proprietary information. No regulatory decisions were made nor requested at this meeting.

During the open portion of the meeting, Holtec provided a summary of its proposed amendment to CoC No. 1014. Holtec proposed to add three new loading patterns to support fuel offload for a decommissioning site and asked for an efficient review schedule to support the loading schedule. Holtec indicated that the proposed changes would not exceed the design heat load and are limited in scope.

During the closed portion of the meeting, Holtec provided a proprietary discussion of the proposed heat loading patterns and the thermal and criticality analysis. NRC staff asked questions related to the technical details of the application.
