1040, AMENDMENT NO. 4 (CAC NO. 001028, DOCKET NO. 72-1040, EPID: L-2018-LLA-0275)

Dear Ms. Manzione:

By letter dated September 28, 2018, Holtec International (Holtec) submitted an application to the U.S. Nuclear Regulatory Commission (NRC) for Certificate of Compliance No. 1040, Amendment No. 4, to the HI-STORM UMAX System, pursuant to the requirements of Part 72 of Title 10 of the Code of Federal Regulations.

The staff has reviewed Holtecs responses to NRCs request for supplemental information (RSI) and has determined the application, supplemented by the RSI responses, now contains sufficient technical information in scope and depth to begin a detailed technical review. This letter acknowledges acceptance of your application.

We have established a schedule for the review and estimated that the staff may need approximately 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> to complete its review. The schedule allows for the staff to complete its technical review and issue a request for additional information (RAI) in September 2019. If Holtec provides a sufficient response to the RAI by October 30, 2019, and a second RAI is not needed, the CoC would be submitted to Rulemaking in May 2020. Rulemaking is estimated to take 6 months, and if there are no significant adverse comments received during the rulemaking comment period, the CoC will become effective in November 2020. In general, no additional changes to the application should be submitted except for changes resulting from your response to an RAI.
