OF JANUARY 31, 2024, PUBLIC MEETING WITH XCEL ENERGY TO DISCUSS AMENDMENT APPLICATION FOR PRAIRIE ISLAND INDEPENDENT SPENT FUEL STORAGE INSTALLATION

On January 31, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff from the Division of Fuel Management held a public meeting with representatives from Xcel Energy. The purpose of the meeting was to discuss Xcel Energys planned amendment request to add grace period to several license conditions of the Prairie Island Independent Spent Fuel Storage Installation (PI ISFSI) license.

The meeting was noticed on January 8, 2024 (Agencywide Documents Access and Management System Accession No. ML24008A013). Two members of the public attended this meeting. A meeting attendees list is included in the enclosure. The meeting handout (ML24029A038) is available on the NRC public meeting website.

Xcel Energy plans to submit an amendment application to revise to License Conditions 23(a),

24(A)(2), and 24(B)(2) of the PI ISFSI. License Conditions 23(a), 24(A)(2), and 24(B)(2) currently include no allowance for a grace period. Additionally, the inspection interval descriptions use terms like not to exceed every quarter or not to exceed three months which is not consistent with the typical surveillance frequency in technical specifications of 92 days.

Staff questioned whether amendment request grace period information is consistent with the information specified the technical specifications and Xcel Energy confirmed that the information is consistent.

Xcel Energy plans to submit the amendment application by February 24, 2024, and seek the NRCs approval 12 months from acceptance with an implementation period of 90 days.

After the business portion of the meeting, members of the public participating by phone were given the opportunity to ask questions. There was no public comment.

The meeting adjourned before 12:00 p.m. No regulatory decisions were made at the meeting.
