OF APRIL 11, 2018, MEETING WITH TN AMERICAS LLC TO DISCUSS THE UPCOMING SUBMITTAL OF THE APPLICATION FOR CERTIFICATE OF COMPLIANCE NO. 1029, FOR THE STANDARDIZED ADVANCED NUHOMS HORIZONTAL MODULAR STORAGE SYSTEM (CAC NO. 001028)

Background

On April 11, 2018, a meeting was held in Rockville, MD, between representatives of TN Americas LLC (TN), and the U.S. Nuclear Regulatory Commission (NRC) to discuss the upcoming submittal of the applications for Certificate of Compliance (CoC) No. 1029, for the Standardized Advanced NUHOMS Horizontal Modular Storage System (Docket No. 72-1029).

The list of meeting attendees is provided in Enclosure 1.

The meeting was noticed on March 14, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18073A230).

Discussion The meeting discussion followed the meeting agenda, which is provided in Enclosure 2. TN gave a presentation, which is included in the Enclosure 3, on the planned Standardized Advanced NUHOMS Horizontal Modular Storage System CoC renewal. The presentation provided an overview of the content of their forthcoming CoC renewal application. TN plans to submit the CoC renewal application for the Standardized Advanced NUHOMS Horizontal Modular Storage System in the second quarter of 2019, about four years before the CoC expires. TN noted that applying early will allow them time to conduct any needed baseline inspections. NRC staff noted that any factors that may impact review prioritization should be included at the time of submittal. The following are some items of interest:

  • TN noted that the CoC renewal application will be similar in scope to CoC No. 1004 which was renewed in December 2017.
  • TN does not plan to include the transfer casks in the CoC No. 1029 renewal application, as it noted that the transfer casks are identical to those in CoC No. 1004. The NRC staff noted that the CoC No. 1029 renewal application should (1) clearly discuss how the CoC No. 1004 transfer casks are included or referenced in the design bases for CoC No.

1029, (2) show how the design-basis conditions for the CoC No. 1029 system were considered in the CoC No. 1004 renewal, specifically in the aging management review for the transfer casks, and (3) be clear in terms of whether the transfer casks scope-out versus whether they scope-in and credit is taken for the CoC No. 1004 transfer cask aging management program (AMP).

  • TN noted that in addition to the AMPs and Time-Limited Aging Analyses, they will provide additional supplemental calculations on chloride-induced stress corrosion cracking. These calculations will help inform the AMP activities.
  • TN submitted an application for CoC No. 1029, Amendment No. 4, on November 15, 2017. TN will ensure the status of that amendment will be appropriately reflected in the renewal application.

After TN and NRC representatives completed the discussion in the first portion of the meeting, the meeting was opened to public comments or questions for the NRC. Public comments and questions were received. A number of comments were related to Petition for Rulemaking 72-8:

Storing Spent Nuclear Waste. In response to additional questions, NRC staff provided references on canister drying and radiation effects. References included the documents Extended Storage and Transportation: Evaluation of Drying Adequacy (ADAMS Accession No. ML13169A039) and NUREG-2214 Managing Aging Processes In Storage Report (ADAMS Accession No. ML17289A237).

Action Items/Next Steps TN plans to submit the CoC No. 1029 renewal application in the second quarter of 2019.
