UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 February 27, 2018 Mr. Larry Nicholson Fleet director of Licensing and Regulatory Compliance NextEra Energy, Inc.

15430 Endeavor Drive Jupiter, FL 33478

SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION REGARDING FLORIDA POWER AND LIGHT/NEXTERA DECOMMISSIONING FUNDING PLAN UPDATES FOR ST. LUCIE, UNITS 1 AND 2; SEABROOK STATION; DUANE ARNOLD ENERGY CENTER; AND POINT BEACH, UNITS 1 AND 2 INDEPENDENT SPENT FUEL STORAGE INSTALLATIONS

Dear Mr. Nicholson:

By letter dated March 27, 2015, Florida Power and Light/NextEra Energy submitted for U.S.

Nuclear Regulatory Commission (NRC) staff review and approval, decommissioning funding plan (DFP) updates for the independent spent fuel storage installations (ISFSI) at St. Lucie Units 1 and 2; Seabrook Station; Duane Arnold Energy Center; and Point Beach Units 1 and 2 (Agencywide Documents Access and Management System Accession No. ML15090A114).

The NRC staff reviewed Florida Power and Light/NextEras DFP updates for each ISFSI and believes Florida Power and Light/NextEras submittal was not sufficient to meet the intent of the requirement in Title 10 of the Code of Federal Regulations (10 CFR) 72.30(c). Specifically, the DFP updates do not provide sufficient information to allow the NRC to determine that the events listed in 10 CFR 72.30(c)(1) (4) have been specifically considered.

The NRC staff need the information identified in the enclosure to this letter. We request that you provide this information within forty-five (45) working day of the date of this letter. Inform us at your earliest convenience, but no later than 2 weeks prior to the due date, if you are not able to provide the information by that date. To assist us in re-scheduling your review, you should include a new proposed submittal date and the reasons for the delay. Discussion of the request for additional information (RAI) and RAI response date occurred January 29, 2018.

In future correspondence related to this request, please reference CAC No. 001028, the Docket Number and EPID listed in the table.

L. Nicholson The staff is available to clarify these questions, and if necessary to meet and discuss your proposed responses. If you have any questions regarding this matter, please contact me by e-mail at pamela.longmire@nrc.gov.
