Kris,

Sorry for the long delay in this, Callaway put the letter in the actual mail and it took forever to get to me, so the letter is now attached.

The 2nd address is the most correct - it would get to us either way, but it is technically the Singh Technology Campus.

I dont have any desire to change the heading on 3.1.3, but if the staff feels strongly that it should be changed I wouldnt object.

I have no other corrections needed at this time.

Hi Kim - Im also deleting the previous change bars in Amds. 1 and 2, so the new change bars will only reflect the new changes in the Revision. Let me know if you have any questions or concerns with that.

The Revision to the UMAX Amds. 0, 1, and 2 is an opportunity to make any editorial corrections needed to the CoCs or TS. There were a couple of items that I wanted to check with you on:

CoC - I thought to update Holtecs address on the CoC. The last address we used on the HI-STORM 100 CoC was:

Holtec Technology Campus One Holtec Blvd.

Camden, NJ 08104

However, I noticed the recent Holtec letterhead has:

Krishna P. Singh Technology Campus 1 Holtec Blvd.

Do you have a preference for address format to include in the CoC?

TS, Appendix A - The header for TS 3.1.3 (in Amds. 0, 1, and 2) is currently Fuel Cool-Down. Do you want to change the header for TS 3.1.3 to the title of the TS, MPC Cavity Reflooding?

Also, please let me know if there are other editorial corrections youd like to make at this time.

Hi Kim,

An additional item I wanted to check with you on is whether any general licensees currently store UMAX systems under CoC No. 1040, Amendment Nos. 1 and 2? Only Callaways letter was included in the application, in which their letter notes they intend to adopt the proposed Revision 1 to Amendment No. 0. The application also notes that other users have switched/upgraded to Amendment No. 4 which already includes the changes. So, I am just looking for confirmation that there are no users that currently store the UMAX systems under Amendment Nos. 1 and 2. Once again, this is needed to reference in the backfit analysis for the rulemaking.

If you intend to supplement the UMAX application with the information from Callaway noting their continued acceptance, you could include the above information in the supplement.

Alternatively, you could reply to this email with the information, and I can include the email in ADAMS.

I wanted to provide an update on our review of the UMAX Revisions:

At this time, we do not anticipate any RAIs for the review. Therefore, I will proceed with the preparation of the user need package for rulemaking.

This is expected to result in an acceleration of the anticipated review schedule, which was communicated in our 3/6/2024 acceptance letter, by 2-3 months. Therefore, we now anticipate submitting the package to Rulemaking in August/September 2024, and the CoC Revision becoming effective in February/March 2025 (if there are no significant adverse comments received during the comment period).

There are a couple things I need to verify to support the development of the rulemaking package and backfit analysis:

Attachment 8 of the 5/5/2023 application contains Callaways letter documenting its intent to voluntarily adopt Revision 1 to Amendment 0. Callaways letter noted, Included with these changes is a provision noting that if a site took the required dose measurements on VVMs loaded to Revision 0, no additional dose rate measurements are needed to comply with Revision 1. Holtecs 3/4/2024 supplement noted, The user has indicated that the need to re-take dose measurements will not impact their voluntary acceptance of the revision, and therefore the provision has been deleted from the technical specifications. However, since this provision was something that Callaway specifically caveated its original voluntary agreement on in its letter, wed like to confirm Callaways continued voluntary adoption/support, for a clear record and to cite in the backfit analysis.

We also wanted to confirm that Callaway is still good with a 180-day implementation period they noted in their original letter, given the removal of the proposed provision from the tech specs.

Please let me know when you have a moment to discuss options to proceed to get a supplemental communication from Callaway to address the continued voluntary adoption/support of the Revisions and the implementation period.
