Dear Mr. Layton:

This submittal provides responses to the Request for Supplemental Information (RSI) forwarded by the letter referenced above. Enclosure 2 herein provides responses to the RSI items and nearly all Observation (OBS) items. Each RSI and OBS response has an impact section that describes any changes made to the Rancho Seco ISFSI License Renewal Application (LRA) as a result of the RSI or OBS. Enclosure 3 provides a proprietary version of the entire LRA, updated to Revision 1. Enclosure 4 provides a public version of the entire Revision 1 LRA. Enclosures 5 through 9 provide proprietary calculations that are requested by RSIs 2, 3, and 4. Changes in the Revision 1 LRA are tracked and indicated by revision bars. All changes are based on the RSI and OBS responses.

Enclosures transmitted herein contain SUNSI. When separated from enclosures, this transmittal document is decontrolled.

DPG 18-114 Page 2 of 4 Certain portions of this submittal include proprietary information, which may not be used for any purpose other than to support the NRC staffs review of the LRA. In accordance with 10 CFR 2.390, TN Americas LLC is providing an affidavit (Enclosure 1) specifically requesting that this proprietary information be withheld from public disclosure. Because the Enclosures 5 through 9 calculations are entirely proprietary, public versions are not included.

This submittal is being provided as an electronic submission, using the optical storage media (OSM) provision from Section 4 of the NRC Guidance for Electronic Submissions to the NRC.

Accordingly, we have included a Document Components listing and OSM#l and OSM#2 listings at the end of this cover letter.

SMUD is submitting this license renewal application update under oath or affirmation (Enclosure 10). Accordingly, pursuant to 10 CFR 72.16(b ), I declare under penalty of perjury that the information contained in SMUD letter DPG 18-114, "RESPONSE TO REQUEST FOR SUPPLEMENTAL INFORMATION FOR ACCEPTANCE REVIEW OF THE APPLICATION FOR THE RENEWAL OF 10 CFR PART 72 SPECIAL NUCLEAR MATERIALS LICENSE NO.
