ACCEPTANCE REVIEW OF REQUEST FOR AMENDMENT NO. 5 TO CERTIFICATE OF COMPLIANCE NO. 1032 FOR THE HI-STORM FLOOD/WIND STORAGE SYSTEM

Dear Ms. Tomlinson:

By letter dated June 15, 2018 [Agencywide Document Access and Management System (ADAMS) Accession No. ML18179A100] and supplemented by letters dated April 1 (ADAMS Accession No. ML19108A081), April 30 (ADAMS Accession No. ML19127A267), and June 14, 2019 (ADAMS Accession No. ML19177A239), Holtec International submitted a request to the U.S. Nuclear Regulatory Commission to amend the Certificate of Compliance (CoC) No. 1032 for the HI-STORM Flood/Wind Storage System.

The staff has conducted an acceptance review of the application and determined that it contains sufficient technical information to begin a detailed technical review. We have established a review schedule based on current workload and priority. The schedule would allow the staff to complete and issue the first request for additional information (RAI) in September 2019, and a draft CoC and safety evaluation report for rulemaking in May 2020, based on Holtec satisfactorily responds to any RAI by October 2019. The staff estimates that completing the safety review of this certificate amendment application will require approximately 1,700 staff review hours and $25,000 of contractual work in criticality and shielding.
