Pre-Submittal Cask Inspection - Details

  • Pre-submittal Inspection performed at Big Rock Point on July 23, 2019
  • The inspection consisted of three separate tasks.

- Video inspection of access area in annulus between cask and canister

- Visual inspection of cask exterior

- Visual inspection of cask storage pad

  • Representative canister/cask selected by Entergy based on increased susceptibility for moisture intrusion and corrosion
  • Heat loads at the time of loading were within 0.5kw of each other and all storage casks were placed in service within months of each other.
  • Inspection found some minor observations however, storage cask, canister and associated pad all found without structural deficiencies
  • Inspection noted all parts of storage cask, canister and storage pad continue to perform their design function

Scoping Evaluation

  • Scoping process:

- Review system drawings and identify SSCs to subcomponent level to determine SSCs In-Scope or Not In-Scope

- Create table with same arrangement as NUREG-2214 tables showing generic evaluation of potential aging mechanisms and effects requiring management for FuelSolutions System

- Summarize Scoping Evaluation results in table to identify SSCs that are subject to aging effects Scoping Criteria Criteria 1: SSC Important to Safety (ITS)

Criteria 2: SSC not ITS but failure could affect ITS function

Aging Management Review Evaluate Materials/Environments/Aging Effects per NUREG-1927

  • Identify materials associated with in-scope SSCs
  • Identify the service environments for these SSCs
  • Identify the aging effects and mechanisms requiring monitoring and/or management
  • Determine aging mechanism combinations for material environments, aging mechanisms and aging effects
  • Follow NUREG-2214 guidance for FuelSolutions System, Tables 4-21 (canister), Table 4-22 (storage cask), Table 4-23 (transfer cask), and Table 4-25 (SNF assemblies)

Time Limited Aging Analyses

  • Follow NUREG-2214 guidance for FuelSolutions System, Tables 4-21 (canister), Table 4-22 (storage cask) Table 4-23 (transfer cask), and Table 4-25 (SNF assemblies)

- Canister or transfer cask material fatigue, evaluate per design code

- Neutron absorber boron depletion

- Fuel basket support rod thermal aging

- Fuel basket bolt loss of preload

- Storage or transfer cask coating degradation

- Other aging issues, if applicable

  • TLAAs will provide conclusions or basis for conclusion for capability of SSC to maintain intended function for extended operation

Aging Management Programs Prepare Aging Management Programs (AMP) per NUREG-1927

  • Address 10 elements from NUREG-1927 on aging effects
  • Review other recent renewal projects
  • Follow NUREG-2214 guidance for FuelSolutions System, Table 4-21 (canister), Table 4-22 (storage cask) and Table 4-23 (transfer cask)

- Localized corrosion and stress corrosion cracking of welded SS canister

- Loss of fracture toughness and ductility of fuel basket support rod

- Loss of pre-load of fuel basket bolts

- Reinforced concrete structures of storage cask

- Monitoring of storage cask metallic surfaces

- Coating degradation on storage cask carbon steel

- Transfer cask wear, general, pitting, crevice and galvanic corrosion 1

W21 approved for HBU (60 GWd/MTU) fuel. However, no W21 is loaded to date.

Consider if HBU Fuel Monitoring and Assessment AMP is appropriate / necessary
