UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 February 28, 2018 Mr. Thomas J. Palmisano Vice President Decommissioning &

Chief Nuclear Officer Southern California Edison P.O. Box 128 San Clemente, CA 92674

SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION REGARDING SOUTHERN CALIFORNIA EDISONS DECOMMISSIONING FUNDING PLAN UPDATE FOR SAN ONOFRE NUCLEAR GENERATING STATION INDEPENDENT SPENT FUEL STORAGE INSTALLATION

Dear Mr. Palmisano:

By letter dated December 14, 2015, Southern California Edison (SCE), on behalf of itself, San Diego Gas and Electric, the City of Anaheim, and the City of Riverside, submitted for U.S.

Nuclear Regulatory Commission (NRC) staff review and approval, a decommissioning funding plan update (DFP Update) for the independent spent fuel storage installation (ISFSI) at San Onofre Nuclear Generating Station (SONGS) (Agencywide Documents Access and Management System Accession No. ML15349A942). The NRC staff reviewed SCEs DFP update for the SONGS ISFSI and believes SCEs submittal was not sufficient to meet the intent of the requirement in Title 10 of the Code of Federal Regulations (10 CFR) 72.30(c).

Specifically, the DFP update does not provide sufficient information to allow the NRC to determine that the events listed in 10 CFR 72.30(c)(1)-(4) have been considered.

The NRC staff need the information identified in the enclosure to this letter. We request that you provide this information within forty-five (45) working day of the date of this letter. Inform us at your earliest convenience, but no later than 2 weeks prior to the due date, if you are not able to provide the information by that date. To assist us in re-scheduling your review, you should include a new proposed submittal date and the reasons for the delay. Discussion of the request for additional information (RAI) and RAI response date occurred February 1, 2018.

The staff is available to clarify these questions, and if necessary to meet and discuss your proposed responses. If you have any questions regarding this matter, please contact me by e-mail at pamela.longmire@nrc.gov.

Sincerely,

/RA/

Pamela Longmire, Ph.D.
