L-2022-RNW-0007)

Dear Maureen R. Zawalick:

The U.S. Nuclear Regulatory Commission (NRC) has issued renewed Special Nuclear Materials (SNM) License No. SNM-2511 and the Technical Specifications (appendix A) for the Diablo Canyon Independent Spent Fuel Storage Installation (ISFSI). By letter dated March 9, 2022 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML22068A189), as supplemented August 10, 2023 (ML23222A287), September 21, 2023 (ML23264A859), April 30, 2024 (ML24121A179), and March 14, 2025 (ML25076A435), Pacific Gas and Electric Company submitted an application to the NRC for the renewal of License No.

SNM-2511 for an additional 40 years beyond the initial license term.

Amendment No. 5 to License No. SNM-2511 is revised to include the revised expiration date, to add new license conditions 17 and 18 that address aging management, and to make minor administrative clarifications for the purposes of formatting the license, deleting change bars, and updating footers. The renewed License No. SNM-2511 expires on March 22, 2064.

The technical basis for issuing the renewed license is set forth in the enclosed safety evaluation report for the Diablo Canyon ISFSI renewal. In connection with the issuance of the renewed license, an environmental assessment and finding of no significant impact were published in the Federal Register (FR) on November 12, 2024 (89 FR 89056). A notice of issuance of the renewed license will also be published in the FR.

In accordance with Title 10 of the Code of Federal Regulations Part 2, Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The PDR is open by appointment.
