Special Nuclear Material (SNM) is fissile material. They are specifially defined by the Atomic Energy Act of 1954 as plutonium, uranium-233, or uranium enriched in the isotopes uranium-233 or uranium-235.
NRC regulations require each licensee who possessed during a reporting period special nuclear material (SNM) in a quantity totaling 1 gram or more of contained uranium U235, U233, or plutonium to prepare and submit in computer-readable format reports concerning SNM received, produced, possessed, transferred, consumed, disposed of, or lost.

Reporting Loss of Theft
Docket and Licenses
Special Nuclear material dockets start with 070 then id number. Example 07001151 for Westinghouse. Paired with a license number starting with SNM-xxxx, for example SNM-1107.
