Dear Mr. Layton:

This submittal provides responses to the Request for Clarification of Response to Additional Information (RAI) forwarded by the letter referenced above. Enclosure 2 herein provides a proprietary version of the responses to the RAI clarification items. Each RAI clarification response has an impact section that describes any changes made to the Rancho Seco ISFSI License Renewal Application (LRA) as a result of the RAI response clarification. Enclosure 3 provides a public version of the RAI responses. Enclosure 4 provides a proprietary version of the entire LRA, updated to Revision 3. Enclosure 5 provides a public version of the entire LRA, updated to Revision 3. Changes in the Revision 3 LRA are tracked and indicated by revision bars.

Enclosures transmitted herein contain SUNSI. When separated from enclosures, this transmittal document is decontrolled.

  • SMUD DPG 19-087 Page 2 of 4 provides proprietary design drawings and a quality category assessment in support of the clarification response to RAJ 2-1. Enclosure 7 provides a proprietary calculation in support of the clarification response to RAJ 3-2.

Certain portions of this submittal include proprietary information, which may not be used for any purpose other than to support the NRC staffs review of the LRA. In accordance with 10 CFR 2.390, TN Americas LLC is providing an affidavit (Enclosure 1) specifically requesting that this proprietary information be withheld from public disclosure.

This submittal is being provided as an electronic submission, using the optical storage media (OSM) provision from Section 4 of the NRC Guidance for Electronic Submissions to the NRC.

Accordingly, we have included a Document Components listing and OSM#l and OSM#2 listings at the end of this cover letter.

SMUD is submitting these files for the Rancho Seco LRA under oath or affirmation (Enclosure 8). Accordingly, pursuant to 10 CFR 72.16(b ), I declare under penalty of perjury that the information contained in SMUD letter DPG 19-087, "RESPONSE TO REQUEST FOR CLARIFICATION OF RESPONSE TO ADDITIONAL INFORMATION FOR THE TECHNICAL REVIEW OF THE APPLICATION FOR RENEW AL OF THE RANCHO SECO INDEPENDENT SPENT FUEL STORAGE INSTALLATION LICENSE NO.
