Dear Ms. Chen:

Holtec separated the proposed reorganization of the HI-STORM FW CoC changes submitted as part of LAR-7 into a new LAR-9 on February 17, 2022 [ l ]. Subsequently the NRC staff accepted Amendment 9 for review and documented several observations. Holtec submitted observation responses on March 13, 2023 [2]. By letter dated October 4, 2023 [3], NRC staff documented requests for additional information (RAls). Hallee understands that this information is necessary to continue review of Amendment 9 and Holtec conveyed plans to postpone responding to the Amendment 9 RAis until the Amendment 7 CoC is finalized on October 16, 2023 [4].

Holtec thanks the NRC for their review efforts concerning this LAR. However, at this time, Amendment 9 does not constitute enough value to Holtec or its clients to warrant continued use of NRC/Holtec resources. This letter contains no new commitments and no revised regulatory commitments.
