Dear Ms. Chen:

By letter dated February 10, 2023 [1], NRC staff accepted HI-STORM FW Amendment 9 for review and documented several observations. This letter provides responses to those observations. contains Holtecs response in regards to the initial observations provided by the NRC. Attachment 2 contains the changed pages to the proposed reorganization of the CoC which is updated to specify the correct Amendment for this application. Attachment 3 contains the changed pages to the Evaluation Forms for the CoC. Attachments 4 and 5 contain the changed pages to the Evaluation Forms for Appendixes A and B.
