UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 April 6, 2020 Ms. Kimberly Manzione Licensing Manager Holtec International Holtec Technology Campus One Holtec Boulevard Camden, NJ 08104

SUBJECT:

APPLICATION FOR RENEWAL OF THE CERTIFICATE OF COMPLIANCE NO.

1014 FOR THE HI-STORM 100 STORAGE CASK SYSTEM - ACCEPTED FOR REVIEW (CAC/EPID NOS. 001028/L-2020-RNW-0007)

Dear Ms. Manzione:

By letter dated January 31, 2020, Holtec International (Holtec) submitted to the U.S. Nuclear Regulatory Commission (NRC) an application for renewal of the Certificate of Compliance (CoC) No. 1014 for the HI-STORM 100 Storage Cask System (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20049A081). The submittal of the CoC renewal application was timely per the requirements of Title 10 of the Code of Federal Regulations 72.240(b). In the application, Holtec requested to renew the CoC for an additional 40 years. The NRC staff performed an acceptance review of the application to determine if the application contains sufficient technical information in scope and depth to allow the staff to begin a detailed technical review.

This letter acknowledges acceptance of your application. We have established a schedule for the review and estimate that the staff may need approximately 2100 hours0.0243 days
0.583 hours
0.00347 weeks
7.9905e-4 months
to complete its review. The schedule allows for the staff to complete its technical review and issue a request for additional information (RAI) in August 2020. If Holtec provides a sufficient response to the RAI in November 2020, and a second RAI is not needed, the CoC would be submitted to Rulemaking in April 2021. Rulemaking is estimated to take 6 months, and if there are no significant adverse comments received during the comment period, the CoC renewal will become effective in October 2021. In general, no additional changes to the application should be submitted except for changes resulting from your response to a RAI.

K. Manzione 2 Please reference Docket No. 72-1014 and CAC/EPID Nos. 001028/L-2020-RNW-0007 in future correspondence related to this request. If you have any questions regarding this matter, please contact me at 301-415-7116 or Kristina.Banovac@nrc.gov.

Sincerely,

/RA/
