ACCEPTED FOR REVIEW
Dear Ms. Manzione:
By letter dated August 30, 2016 (Agencywide Documents Access Management System, (ADAMS) Accession Number, ML16250A393), Holtec International (Holtec) submitted an application for amendment to the certificate of compliance (CoC) for the HI-STORM UMAX multipurpose canister storage system requesting to accommodate non-Holtec canisters (e.g.,
NUHOMS 24PT1-DSC). The calculation packages that support the amendment request were submitted under a separate letter dated September 9, 2016 (ML16258A213). By letter dated November 2, 2016 (ML16313A170), Holtec supplemented the amendment request. As a result of staffs formal request for supplemental information, letter dated January 23, 2017 (ML17023A058), and the public meeting held on June 7, 2017 (meeting summary, letter dated July 7, 2017, ML17188A274), Holtec again supplemented the application by letters dated, March 3, 2017 (ML17067A060), June 29, 2017 (ML17187A176), and August 4, 2017 (ML17229B196). Staff performed an acceptance review of Holtecs application to determine if the application contains sufficient technical information in scope and depth to allow the staff to complete the detailed technical review.
This letter acknowledges acceptance of Holtecs application. The application appears to contain the information needed to start our technical review. However, we have identified an early request for additional information (RAI). The RAI is provided as an enclosure to this letter. We expect a response to the administrative RAI without delay and response to the thermal RAI within forty-five (45) days from the date of this letter. If Holtec is unable to meet the due date, please inform us in writing at your earliest convenience, but no later than a week prior to the due date. You should also include a new proposed submittal date and the reasons for the delay to assist us in re-scheduling your review.
We have established a schedule for the review. The schedule allows for staff to issue a comprehensive RAI package by May 15, 2018. The schedule allows for staff to issue the CoC/staff evaluation report in October 2018, based on the applicant responding to RAIs by July 29, 2018. If no additional RAI is needed, and based on the staffs evaluation, the
approval may be issued at approximately that time. In general, no additional changes to the application should be submitted except for changes resulting from your response to a RAI.
