March 4, 2024 (ML24072A501), and June 26, 2024 (ML24178A111), Holtec International (Holtec) submitted an application in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 72 for Revision 1 to Amendment Nos. 0, 1, and 2 to the Certificate of Compliance (CoC) No. 1040 for the HI-STORM UMAX Canister Storage System. Revision 1 updates the CoC appendix A technical specifications for radiation protection and the associated bases information to clearly articulate the basis for the dose rate limits for the closure lids and modifies the dose rate limit values and the description of the location of the dose rate measurements.
Revision 1 also includes editorial and formatting changes to the technical specifications.
As stated in the Federal Register (90 FR 8861, February 4, 2025), the effective date of Revision 1 to Amendment Nos. 0, 1, and 2 to CoC No. 1040 is April 21, 2025. Attached are CoC No. 1040, Revision 1 to Amendment Nos. 0, 1, and 2, the corresponding technical specifications in appendices A and B, and the final safety evaluation report. This revised certificate constitutes the approval and conditions for the use of the HI-STORM UMAX Canister Storage System for the storage of spent nuclear fuel under the general licensing provisions of 10 CFR 72.210.
