Use the following text for the purpose and scope of the amendment:

Change No. 1:

Add a new variation of the Lightweight MAGNASTOR Transfer Cask (LMTC) Reduced Width LMTC.

Change No. 2:

Add a new concrete cask design known as CC8. The CC8 is based on the CC7 configuration and uses high density concrete for enhanced shielding.

Change No. 3:

Increase the maximum system heat load capacity.

Change No. 4:

Add new pressurized-water reactor (PWR) loading patterns L, M, and N, (pattern N is a short loading pattern).

Change No. 5:

Add a thermal shunt to allow for short loading patterns.

Change No. 6:

Add new boiling water reactor loading patterns E and F.

Change No. 7:

Remove 5 percent burnup "penalty".

Change No. 8:

Increase the Passive MAGNASTOR Transfer Cask (PMTC) heat load (30kW to 35.5kW including preferential loading pattern B)".

Change No. 9:

Revise previously approved drawings for the concrete cask for the CC8, PMTC, and LMTC.

Change No. 10:

Revise Technical Specifications (TS), Appendix A to include increased heat loads and loading patterns.

Change No. 11:

Revise TS, Appendix B to include increased heat loads and loading patterns and removal of cool-time tables B2-13 through B2-43.

Change No. 12:

Add two new PWR fuel types to support future site operations, resulting in revisions to structural, thermal, shielding and criticality chapters of the final safety analysis report.

Change No. 13:

Modify the Transportable Storage Canister lid to allow additional clearance near the top center of the basket.

Change No. 14:

Revise license drawings 71160-584, -585, -684 and -685.

Change No. 15:

Correct and clarify the principal design criteria, operating procedures, and the acceptance criteria and maintenance program 3.

The proposed certificate of compliance, TS, and preliminary safety evaluation report have been placed in ADAMS (see ADAMS references below) and are available for your use in the rulemaking package. DFM will designate these documents as Official Agency Records after the Executive Director for Operations has approved the package (ML24340A129).

The Office of the General Counsel has reviewed this memorandum with its referenced documents and has no legal objection to its contents.
