OF MARCH 31, 2022, PUBLIC MEETING WITH SOUTH TEXAS PROJECT NUCLEAR OPERATING COMPANY TO DISCUSS EXEMPTION REQUEST RELATED TO AN INSPECTION REQUIREMENT FOR ONE MULTIPURPOSE CANISTER, PROPOSED RESPONSES TO REQUEST FOR ADDITIONAL INFORMATION (EPID L-2022-LLE-0009)

On March 31, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff conducted an Observation public meeting with South Texas Project Nuclear Operating Group (STPNOC).

The purpose of the meeting was to discuss STPNOCs planned responses to the staffs two requests for additional information (RAIs) transmitted to STPNOC in draft on March 25, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML22087A147 and ML22087A148). The two RAIs pertained to the containment and materials disciplines.

The public notice for the meeting, which had been revised when the meeting was rescheduled, is available in ADAMS at Accession No. ML22080A113. The meeting was conducted as a teleconference.

Regarding the containment RAI, which questioned how the results of the helium leakage testing completed after the weld repair on MPC 248 demonstrate that the MPC meets the required leakage acceptance criteria, STP indicated that in its response, it planned to identify the applicable code (ANSI N14.5) and state that the leaktight criterion that was met. STP also stated that the testing (performed by both STP and Holtec) was performed in accordance with the applicable procedures and met the requirements of the applicable certificate of compliance (CoC) (i.e., CoC No. 1032, HI-STORM FW, Amendment No. 2).

Regarding the materials RAI, which requested information to demonstrate that the stress reduction factor used in the stress analysis for HI-STORM FW multipurpose canister (MPC) adequately bounds the possible weld flaws in the unexamined section of MPC shell-to-baseplate weld, STP advised that it planned to provide background information about other stress reduction factors (or joint efficiency factors). STP advised that the other factors are not applicable to the shell-to-baseplate weld, but STPs would justify why they could be applied as comparable factors appropriate for bounding.

The staff inquired about whether STP had considered performing an analysis that considered the size of the uninspected weld volume in order to justify a stress reduction factor and a theoretical buried flaw, and STP advised that it did not have dimensions of the uninspected weld volume.

Several members of the public attended the meeting and raised concerns that were discussed with the staff.

A question about whether the MPC was being safely stored in the fuel handling building.

This question was in regard to whether the canister would unacceptably heat up while being stored in a transfer cask for an extended time period. The staff responded that the canister was being safely stored.

Concerns about the quality of the canisters and their potential to fail in the future.

Concern that there would not be an opportunity for the public to intervene in the exemption review process.

General fear regarding nuclear energy and radiation from nuclear facilities such as the STP ISFSI.

No closed session to discuss proprietary information was held.
