USER NEED FOR RULEMAKING FOR AMENDMENT NO. 8 TO HI-STORM FW SYSTEM The purpose of this communication is to request support for rulemaking activities in the Division of Fuel Management (DFM) for the following Title 10, Code of Federal Regulations (10 CFR)

Use the following text for the purpose and scope of the amendment:

On July 30, 2021, Holtec International (the applicant) submitted an application to amend the HI-STORM FW System. The amendment includes the following changes:

a.

update the HI-STORM FW system description in the CoC to clearly indicate that only the portions of the components that contact the pool water need to be made of stainless steel or aluminum; and b.

other changes to incorporate minor editorial corrections.

The proposed certificate of compliance (CoC) and TSs, and preliminary safety evaluation report (PSER) have been placed in the Agencywide Documents Access and Management System (ADAMS) (see ADAMS references below) and are available for your use in the rulemaking package. The DFM staff will designate these documents as Official Agency Records after the Executive Director for Operations has approved the package (ADAMS Package Accession No. ML22019A111).

The Office of the General Counsel has reviewed this memorandum with its referenced documents and has no legal objection to its contents.
