U.S. NUCLEAR REGULATORY COMMISSION Page 2 of A clarification call held on December 15, 2020, with TN staff was requested by NRC staff seeking clarification to RAI 6-4 response and TN's proposed additional change #3 not related to the RAIs.

RAI 6-4: With respect to the loading of the reconstituted fuel assemblies (FAs), NRC staff requested that TN confirm that 12 FAs with a maximum of 10 stainless steel rods per FA or 24 FAs with a maximum of 5 stainless steel rods per FA are the only two allowable FA types. If the 12 FAs or 24 FAs are loaded in the periphery, they must be uniformly loaded consistent with the analyses provided in the peripheral locations of the 61 BTH DSC. And restrictions need to be provided for loading patterns for the allowable reconstituted FAs in the TS or instructions in the operating procedures to clearly inform the GL of the requirements.

TN agreed to provide proposed revisions to TS Section 2.3 to address the staff's concerns.

Additional TN proposed change #3 (not related to the RAIs): NRC staff requested the applicant to clarify the following:

1) required material properties of the combined shield plug inner top cover plate.
2) the Tables in Chapter 8 of the FSAR that include the required material properties as a function of temperature for the material specifications.
3) the codes or standards used to support the required material properties.

TN has agreed to provide the requested clarifications as supplemental information to TN's proposed additional change #3 (not related to the RAIs) or withdraw this requested change from EOS Amendment #2.
