4 FOR THE HI-STORM UMAX STORAGE SYSTEM (DOCKET NO. 72-1040, CAC NO. 001028, EPID: L-2018-LLA-0275)

Dear Ms. Manzione:

By a letter dated September 28, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18285A820), as supplemented on May 21, 2019 (ADAMS Accession No. ML19144A140), November 1, 2019 (ADAMS Accession No. ML19311C514),

December 20, 2019 (ADAMS Accession No. ML20002A425), March 30, 2020 (ADAMS Accession No. ML20104C014), and April 13, 2020 (ADAMS Accession No. ML20111A237),

Holtec International (Holtec) submitted an application in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 72 for an amendment to Certificate of Compliance (CoC)

No. 1040 for the HI-STORM UMAX Storage System. Amendment No. 4 revises the certificate and technical specifications (TS) to update the TS for radiation protection regarding the dose rate limit for the Vertical Ventilated Module lid, update the TS for the Vent Blockage Limiting Condition for Operation, and add a Type 1 version of the Multi-purpose Canister-37.

As stated in the Federal Register (85 FR 71223, 11/9/2020), the effective date of Amendment No. 4 to CoC No. 1040 is January 25, 2021. Attached is CoC No. 1040, Amendment No. 4, and the corresponding technical specifications and final safety evaluation report. This certificate constitutes the approval and conditions for use of the HI-STORM UMAX Storage System for Irradiated Nuclear Fuel Storage System for storage of spent nuclear fuel under the general licensing provisions of 10 CFR 72.210.
