ISSUANCE OF CERTIFICATE OF COMPLIANCE NO. 1032, AMENDMENT NO. 4 FOR THE HI-STORM FLOOD/WIND MULTIPURPOSE CANISTER STORAGE SYSTEM (DOCKET NO. 72-1032, CAC NO. 001028, EPID: L-2017-LLA-0030)

Dear Mr. Ngwayah:

By a letter dated March 11, 2016 1, and supplemented on September 16, 2016 2, January 31, 2017 3, April 27, 2018 4, July 27, 2018 5, April 12, 2019 6, June 11, 2019 7, and July 5, 2019 8, Holtec International (Holtec) submitted an application in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 72 for an amendment to Certificate of Compliance (CoC) No. 1032 for the HI-STORM Flood/Wind (FW) Multipurpose Canister (MPC)

Storage System. Amendment No. 4 revises the certificate and technical specifications to 1) add MPC-32ML for storage and allow the fuel assembly class 16x16D as content for MPC 32ML; 2) add the fuel assembly class as content for MPC-37; 3) make changes to the final safety analysis report to separate the design pressure for the short-term operation from the off-normal condition; 4) add cautionary notes to Sections 9.2.1 and 9.2.3; 5) update the definition of undamaged fuel assembly; and 6) replace Charpy test program with fracture toughness test program.

As stated in the Federal Register (85 FR 23904, April 30, 2020), the effective date of Amendment No. 4 to CoC No. 1032 is July 14, 2020. Attached are CoC No. 1032, Amendment No. 4, and the corresponding technical specifications and final safety evaluation report. This certificate constitutes the approval and conditions for the use of the HI-STORM FW MPC Storage System for the storage of spent nuclear fuel under the general licensing provisions of 10 CFR 72.210.
