U.S. NUCLEAR REGULATORY COMMISSION Page 2 of NRC staff requested a clarification call with Holtec regarding several responses to RAI#1 including RAI 1-1, 6-1, 6-3 & 6-4. The call was held on December 6, 2019.

RAI 1-1: The staff requested additional information regarding the apparent addition of a neutron shield cylinder. The applicant described this change as editorial and indicated the change was not intended to add a new component, but the staff pointed out that Holtec is requesting a "neutron shield cylinder" be added to HI-STORM FW Amendment 5. The staff currently does not understand how this neutron shield cylinder being renamed in UMAX Amendment 4 is not the same neutron shield cylinder being requested for HI-STORM FW Amendment 5. Holtec has indicated they will provide clarifying information that explains why this "editorial" change needs to be made for UMAX Amendment 4, or Holtec may withdrawal the request for the change.

RAI 6-1: Holtec provided a response stating that it modified the dose rate in Section 5.3.4 of the CoC to be "slightly less that 3 times the dose rate reported" for both the standard and Version B lids. The staff stated that the TS dose rate limit should match or be conservative (lower than) with respect to the FSAR analysis. Holtec is planning to provide supplemental information clarifying their response.

RAI 6-3 & 6-4: The staff requested the minimum concrete density and tolerances for the Version B lid. Staff understands that this information does not specifically need to be in a revised drawing, but staff indicated they need this information to be in the SAR in some manner, e.g, a table. However, Holtec does not necessarily agree that this information needs to be in the SAR, because this information was not needed previously and is not provided for other components in the SAR. Holtec indicated they understand the request and is determining how they will respond.
