RENEWAL OF INITIAL CERTIFICATE AND AMENDMENT NOS. 1 THROUGH 4 OF CERTIFICATE OF COMPLIANCE NO. 1026, FOR THE FUELSOLUTIONS' SPENT FUEL MANAGEMENT SYSTEM (CAC/EPID NOS. 001028/L-2020-RNW-0035)

Dear Kevin Miller:

As requested in your application dated November 6, 2020, and supplemented on March 30, 2021, June 30, 2022, and September 13, 2022 (Agencywide Documents Access and Management System [ADAMS] Accession Nos. ML20315A012, ML21090A201, ML22186A053, and ML22256A286), the renewed initial certificate and renewed Amendment Nos. 1 through 4 of Certificate of Compliance (CoC) No. 1026 for the FuelSolutions' Spent Fuel Management System are located in ADAMS Package Accession No. ML24141A254. The certificates have been renewed for an additional 40-year term that expires on February 15, 2061, in accordance with the provisions of Title 10 of the Code of Federal Regulations, Part 72, Section 72.240 (10 CFR 72.240). The renewal of these certificates constitutes the U.S. Nuclear Regulatory Commissions (NRC) approval for continued use of the FuelSolutions' Spent Fuel Management System for storage of spent nuclear fuel under the general licensing provisions of 10 CFR Part 72, Subpart K, General License for Storage of Spent Fuel at Power Reactor Sites, subject to the conditions in the renewed certificate. These conditions require the implementation of an approved aging management program to ensure that structures, systems, and components important to safety will continue to perform their intended functions during the extended storage period authorized by the renewal.

As stated in the Federal Register (89 FR 28572, April 19, 2024), the effective date of this CoC is July 3, 2024.) The NRC staffs final safety evaluation report for the renewal of the certificates, and the corresponding technical specifications for each renewed certificate are also included in ADAMS Package Accession No. ML24141A254. The enclosure includes a list of the documents in ADAMS Package Accession No. ML24141A254 for renewed CoC No. 1026.
