RENEWAL OF INITIAL CERTIFICATE AND AMENDMENT NO. 1 OF CERTIFICATE OF COMPLIANCE NO. 1027 FOR THE TN-68 DRY STORAGE CASK (DOCKET NO. 72-1027, CAC NO. 001028, EPID: L-2020-RNW-0014)

Dear Mr. Narayanan:

As requested in your application dated April 9, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML20100F295), as supplemented by letters dated July 29, 2020 (ADAMS Accession Number ML20211L707), February 9, 2021 (ADAMS Accession Number ML21040A406), and March 24, 2021 (ADAMS Accession Number ML21083A029), enclosed are the renewed initial certificate and renewed Amendment No. 1 of Certificate of Compliance (CoC) No. 1027 for the TN-68 dry storage cask. The certificates have been renewed for an additional 40-year term that expires on May 28, 2060, in accordance with the provisions of Title 10 of the Code of Federal Regulations, Part 72, Section 72.40 (10 CFR 72.240). The renewal of these certificates constitutes the U.S. Nuclear Regulatory Commissions (NRC) approval for continued use of the TN-68 dry storage cask for storage of spent nuclear fuel under the general licensing provisions of 10 CFR Part 72, Subpart K General License for Storage of Spent Fuel of Power Reactor Sites, subject to the conditions in the renewed certificate. These conditions require the implementation of an approved aging management program to ensure that structures, systems, and components important to safety will continue to perform their intended functions during the extended storage period authorized by the renewal.

P. Narayanan As stated in the Federal Register (86 FR 69978, December 9, 2021), the effective date of this CoC renewal is February 22, 2022. The NRC staffs final safety evaluation report for the renewal of the certificates, and Appendix A, Technical Specifications, for each renewed certificate are also enclosed.
