OF APRIL 16, 2019, PARTIALLY CLOSED PUBLIC MEETING TO DISCUSS REQUEST FOR ADDITIONAL INFORMATION ISSUED IN CONNECTION WITH NRCS REVIEW OF THE INTERIM STORAGE PARTNERS CONSOLIDATED INTERIM STORAGE FACILITY APPLICATION FOR A FACILITY AT ANDREWS COUNTY, TEXAS PURPOSE:

The purpose of the meeting was for the U.S. Nuclear Regulatory Commission (NRC) staff and Interim Storage Partners (ISP) representatives to discuss ISPs April 3, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19095B557), draft responses to NRC staffs request for additional information (RAI). The RAIs were issued on November 16, 2018 (ADAMS Accession No. ML18320A184), in connection with its review of the license application (previously submitted by Waste Control Specialists) for the proposed ISP Consolidated Interim Storage Facility (CISF). This meeting was noticed on April 4, 2019 (ADAMS Accession No. ML19094B861).

MEETING

SUMMARY

On April 16, 2019, NRC staff held a partially closed Category 1 public meeting with representatives from ISP at the NRCs One White Flint North Building in Rockville, Maryland.

Attendees included ISP and its contractors, NRC staff, and members of the public. The discussion followed the agenda provided in Enclosure 1. NRC and ISP staff and contractors discussed the draft RAI responses (ML19095B557). During the open meeting portion, members of the public were given an opportunity to ask questions pertaining to the draft RAI responses following discussions between NRC and ISP. Regan Following introductions and opening remarks, ISP representatives and NRC staff discussed the draft RAI responses associated with safety analysis report (SAR), Chapter 15, Materials Evaluation from the RAIs requested by the NRC (ML18320A184). NRC staff informed ISP that the staff performed a cursory review of the draft responses and in general, it appears that the responses addressed the information requested; however, the staff will have to perform a detailed review when the final responses are submitted.

For RAI15-13, the staff sought clarification on the incorporation of approved aging management programs (AMPs) for the 61BT and 61BTH Dry Shielded Canisters that are part of Certificate of Compliance (CoC) No. 1004, which was renewed in December 2017. NRC staff stated that in the draft response, ISP adds an entire AMP to the application and will require a detailed review of the new information prior to acceptance of the proposed AMPs. In addition, NRC staff asked ISP to describe the response and the methods ISP used to develop the AMPs. During the discussion, NRC staff recommended that ISP verify that all unique aspects of the canister designs from the Sacramento Municipal Utility District (SMUD) and CoC No. 1029 licenses are accounted for in the evaluations supporting the AMPs. The staff also recommended that ISP provide the Excel files for the tables similar to what was provided for the CoC No. 1004 license renewal submittal to aid with the review.

After the business portion of the meeting, several members of the public participating by phone asked questions and provided comments to NRC staff. The public sought clarification regarding transportation of high burnup fuel to the WCS CISF. Other members sought clarification on the impacts of Aluminum Alloy degradation for the Aluminum used in the canister baskets. Another member of the public suggested these meetings should be transcribed and placed in public record.

Following the open portion of the meeting, meeting participants transitioned to the closed portion of the meeting. In the closed portion of the meeting, NRC staff and ISP participants addressed RAIs whose discussion would introduce information of a proprietary nature. These RAIs sought information associated with standard for nil-ductility testing for the Vertical Cask Transporter, Lift Beam Assembly, and Quality Assurance Classification for the WCS Lift Beam assembly described in WCS CISF SAR.

No regulatory decisions were made at the meeting.
