AMENDMENT NO. 4 TO CERTIFICATE OF COMPLIANCE NO. 1029 FOR THE STANDARDIZED ADVANCED NUHOMS SYSTEM

Dear Mr. Narayanan:

As requested by your application dated November 15, 2017, as supplemented February 22, May 16, June 26, and July 18, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17326A125, ML18065A362, ML18138A289, ML18179A174, and ML18201A202, respectively), enclosed is Amendment No. 4 to the Certificate of Compliance (CoC) No. 1029 for the Transnuclear, Inc. Standardized Advanced NUHOMS Cask System.

This amended certificate, issued by the U.S. Nuclear Regulatory Commission (NRC),

constitutes the approval and conditions for use of the Standardized NUHOMS Cask System for storage of spent nuclear fuel under the general licensing provisions of Title 10 of the Code of Federal Regulations Part 72, Subparts K and L. The amendment revises the Technical Specifications for the Standardized Advanced NUHOMS Cask System to remove any implied statements related to maintenance of a spent fuel pool after all spent fuel has loaded into the Advanced Horizontal Storage Module or Advanced Horizontal Storage Module-High Seismic at the independent spent fuel storage installation, to credit the use of the installed temperature monitoring system specified in lieu of performing daily visual vent inspections, to provide peak dose rates on the front inlet bird screen and the door of the concrete storage module for the AHSM and to provide a new temperature rise value for the Advanced Horizontal Storage Module with a loaded 24PT4 Dry Shielded Canister.

As stated in the Federal Register (83 FR 66585, December 27, 2018), the effective date of this CoC is March 12, 2019. The NRC safety evaluation report for this amended CoC (including Appendix A, Technical Specifications) is enclosed.
